7. Description: At min 15:45 of my replay Piotr takes a penalty 11, for rules 21.2 A boat taking a penalty shall keep clear of one that is not. Ar min 16:10 after passing the mark Piotr broke 21.2

Facts:
Piotr was bearing away when he rounded the mark, then luffed a little. Donmasino to windward of him had launched his spinnaker and was forced over the broaching angle. Donmasino was bearing away and hit the side of Piotr. Piotr then took a turn to clear a penalty he received earlier.

Conclusion:
Piotr did not give Donmasino room to keep clear (in a seamanlike way) under RRS Rule 16.1 when he luffed.
Donmasino broke RRS Rule 11, but is exonerated because being forced in to an unseamanlike maneuver.
Piotr did not comply with RRS Rule 44.2 when taking a penalty for his RRS Rule 11 violation with Steviekouris as he did not get well clear of other boats as soon as possible after the incident (luffing another boat far from the mark).

Decision:
Piotr is disqualified in the race.
