7. Description: Approaching the windward mark Zhik was inside Balder with Oversteer clear ahead of both. Oversteer has to luff for the mark slowing his boatspeed in the zone. Balder luffs to windward keeping clear but Zhik decides to go to leeward of Oversteer creating an overlap and forcing his way between the mark and Oversteer where he knows he has no room. This manouvre stops Oversteers boat and causes Balder to have to luff above close hauled. As it was a deliberate move to take advantage where he had no room, instead of following Jammins path behind the fleet, we believe Zhik breaks rule 2.

Conclusion/decision:
When Oversteer entered the zone, Zhik was clear astern by one boat length. When Oversteer beared away to round the mark, Zhik was one boat length from the mark. Instead of passing on the wrong side of the mark, Zhik forced in on the right side of the mark and would have caused Oversteer to luff to HTW two avoid her. Zhike broke rule 18.2.b/c. Since it is clear that it was impossible to round the mark without breaking the rules, it's also considered as a breach of rule 2. Zhik to be disqualifeed in the race (DNE).
