7. Description: LUIS TACKED IN ZONE AND HE HAD NO ROOM TO PASS MARK AND I GOT A 18.2 PENALTY. THATS WHY I ASKED PEN CANCELLATION.

for that i take pen 18.2c from Kokos , i did my 360 , but i need redress for this race

Facts:


Conclusion/decision:
LuisRomAbar tacked in the zone and caused Kokos to sail above close hauled, hence LuisRomAbar broke rule 18.3. Due to the current on this mark, it was without doubt impossible for LuisRomAbar to round the mark on the inside of Kokos without breaking any rules. Thus, by forcing in between the mark and Kokos, LuisRomAbar broke rule 2. LuisRomAbar to be disqualifed (DNE) in the race.
Kokos failed to keep clear when he beared away through the stern of LuisRomAbar and broke rule 11. Kokos to be disqualified (DSQ) in the race.

Note:
Rule 18.3 does not remove the obligations from the give way boat to keep clear.
