8. Description: On the first dogleg , I got RRS 17.1 pen , and ask for cancellation, because Frenito push me up, and I cannot sail for my proper course .

Facts:
Cocal is to begin with, keeping clear of leeward boat, and therefore not sailing higher than proper course.
But looking at replay, Cocal breaks RRS 11 on Frenito, by bearing down. Cocal is not given a pen from Nadeo on the RRS 11, just a RRS 17, and there is a delay from Nadeo before Cocal can receive a new penalty.
