Black Pete FAILS to follow the tournament's rules as he FAILED to answer the pen cancellation request. Kenny get's a 44.1 while waiting for Black Pete to obey the tournament's rules. Redress Requested as this significantly impacted my finish.

Facts:
Black Pete is taking a pen turn. Kenny sailing his prober course, has to avoid Black Pete, and receives a RRS 16.1.
Kenny ask for cancellation, but Black Pete never answers, and finishes the race.
Further more, Black Pete also bears down on Kenny, and breaks RRS 11.

Decision:
Black Pete DNE, for breaking RRS 2+11+22, and also the rules of MLS for not answering.
