Facts:
Tulle is clear behind Jepsom, close but still behind. Tulle is a little bit fast than Jepsom, and at the replay it looks like Tulle tries to get a leeward overlap. Tulle bears down a little, to keep clear of Jepsom. Just before the overlap would have been created, Jepsom changes course.
The course change is quickly, and leaves Tulle with no time and opportunity to still keep clear.
Therefore Jepsom breaks RRS 16.1.
Tulle breaks RRS 12, but is forced to do so, by Jepsom breaking the rules on, he should be exonerated under RRs 64.2a.
Tulle takes a pen anyway, even though is wasn't necessary for him to do so.

Decision:
Jepsom pen cancel not accepted, Jepsom DSQ for breaking RRs 16.1.
Tulle no action.
