8. Description: I am sailing on port on layline for the upwind mark, Zez is on starboard and is comming ahead to tack on layline aswell.
He did the tack exactly in front of me and i tried to avoid the contact and giving him pen. He takes pen i think 13 or 15 and for the reason i tried to avoid the contact and stop my boat i take 16,1. Zez did his 360.

Facts:
Zez on starboard, tacks just infront JohnPap, on port. Zez tacks to close, and John receives an incorrect RRS 16.1. Zez breaks RRS 15, and takes pen turn, in accordens with rules.

Decision:
JohnPap pen cancel accepted, no further action.
Zez takes a pen turn, no further action.
