Defender doesent give me room to avoid the obstruction causing me to collide, loose speed and get penalty rrs 18, and later also rrs 13.

Petter to windward of Nick, and overlapped, both on port. Starboard boat coming (an obstruction), and Nick starts to go behind, but leaves no room for Petter. Further more, Nick starts to tack just after he passes behind the obstruction, giving Petter no time or opportunity to keep clear of Nick.
But the boat that actually causes the mess is Perry. Perry is a little in front of Defender, Nick and Petter, and a little to leeward of them. Perry starts to tack, leaving Defender no other option, than to also starts to tack to avoid Perry. Then Nick has to start tacking to avoid Defender, and that gives no room to Petter.
The incident is very similar to this case: viewtopic.php?f=22&t=60
One differens is that here Perry is tacking to avoid a starboard boat. We don't have any evidence, whether Perry called RTT or not, but even if he had, the RTT call would not have been valid. A RTT called would be for Defender, Nick and Petter, and they would not be able to give Perry RTT, as they pass behind a startboard boat.
So yes Nick break RRS 19 on Petter, but should be exonerated under RRS 64.1a, since it is Perry that breaks RRS 13 and RRS 16.1, and if there was a RTT call, also RRS 20 on the others.
Perry do not take a pen turn, in accordance with RRS 44.2.

Decision:
Protest upheld, Nick breaks RRS 19, but exonerated under RRS 64.1a.
Perry DSQ for breaking RRS 13, RRS 15 and RRS 16.1
