8. Description: I was on ptb near the top mark and approccing the right layline.
The fleet was arriving from the stb called RTT to Damian and declined to answerd. At the moment to the tack i have got the pen 13 by him.
Suddenly i asked the cancellation then i protested him.

Facts before the topmark :

> Damian is on port
> Tiki is on port too and he's leeward of Damian
> Legsy is STB

When Legsy is close to Tiki, all the boats in this case (Legsy, Tiki and Damian) are outside the area of 2 lengths boat
Tiki tries to tack (and call RTT meant for Damian as he said in his his explanation) Damian fails to regard RTT, he tacks very late and there is a contact between Tiki and Damian
Nadeo give RRS13 against Tiki
Tiki ask for cancel and Damian cancel
Tiki protest, Damian doesn't make his 360

Decision :

Tiki Explanation and protest ACCEPTED
Damian DSQ for breaking RRS20
No further action against Tiki
