8. Description: JS tacks to starboard and has to give Excalibur room to keep clear under rule 15. Important time stamps from Excalibur's replay:
22:00 JS begins to luff
22:02 Ex begins to luff to keep clear
22:04 JS completes her tack
22:06 Ex completes her tack
As you see, Excalibur begins to keep clear even before he is obliged to react. He did not have to do anything before 22:04. Despite starting early, JS did not give Excalibur room to keep clear, and it doens't seem like JS tried to give room (by luffing after tacking). JS broke rule 15. Excalibur didn't get room, and shall be exonerated under rule 21(a).

The gap between the boats are not more than 30 centimeters when Excalibur completes her tack. If Excalibur bears away in this position, JSparrow will not have time to react, and there will be immediate contact. This means that JSparrow actually isn't keeping clear at this moment, even though there is no contact.

Decision:

> Excalibur's explanation ACCEPTED
> JSparrow DSQ for breaking RRS15
> no further action against Excalibur
