8.Description:
Batboat is sailing port with spinnaker fetching mark. By the zone there is no overlap between Duffy and BatBoat. Duffy hits BatBoat inside zone and Umpire sanctions RRS 16.1, which is wrong since Duffy according to rule 18 must give mark-room to BatBoat. Duffy is in violation of rule 18.2.b and 18.2.c. Duffy takes penalty afterwards and writes "360 done" in chat.

Facts at downwind mark :
> BatBoat is clear ahead of Duffy
> Duffy is faster, and bears away in order to give enough room at mark for BatBoat
> When Duffy bears away, BatBoat receives RRS16.1 from Duffy
> BatBoat cancels his RRS16.1, and Duffy does a 360

Decision :
> BatBoat is protected under RRS18, so RRS16.1 is wrong
> BatBoat cancelation ACCEPTED
> There isn't any contact between Duffy and BatBoat in host replay
> No further action against Duffy (but he does a 360, anyway..)
