8.Description:
It has come to the attention of the protest committee that Zeepol may have broken rule 2 in race 3, when crashing with Donmasino at the first top mark. The PC may protest under rule 2 at any time when we see a potential violation of rule 2, and it's the policy of the PC to protest all rule 2 violations we see. This situation was discovered while investigating another protest in the same replay.

Re: Group Red, Race 3, PC protesting Zeepol
Facts found:
> Donmasino and Zeepol both on port tack at the top mark.
> Donmasino inside overlapped.
> Zeepol luffs to tack around the mark.
> When Zeepol pass head two wind, Donmasino's bow is pointing perpedicular to Zeepol's boat, 1.5 boat width apart.
> Donmasino luffs, while Zeepol continues to tack.
> Donmasino hits Zeepol 1/3 from the bow before Zeepol has completed the tack.
> Zeepol continues to turn after the collision, bearing away to more than TWA 80.
> Donmasino ends up sailing backwards.
Decision:
> Zeepol deliberately broke a rule.
> Zeepol deliberately crashed into another boat when he did not have right of way.
> Both are a violation of rule 2, fair sailing.
> Zeepol is disqualified in the race and shall be scored DNE.
> No redress given to Donmasino, as his result in the race was not significantly affected by the rule 2 violation.
