I hail RTT but Zhik, even though expecting this, waits a few seconds with his tack giving me to little room to do mine.

Hi Petter, hi PC members, hi all...
First, I want to say that I will not take part of the Protest Committee for this case because I have a team mate involved.
Then, I ask to Protect Committee members to take a look of Bandicam footage in order to know when Petter hailed RTT.
Because, contrary to what Petter says in his explanation, he didn't " wait few seconds " here.
In this case, Petter hailed very very late (because he wanted to pass ahead of STB boat), and Zhik tacked instantly after the RTT call.
So IMO, no rule broken from Zhik, and Petter should be DSQ.

Facts:
Zhik and Petter on port tack, Zhik to windward.
Black Pete on starbard tack.
Petter hails RTT when his bow is in front of Black Pete's bow.
Zhik responds by luffing and tacking half a second later.
Petter starts luffing and tacking at the same time.
Petter get a penalty from the VSK umpire under rule 13, which he cancels.
Conclusion:
Zhik responded by tacking as soon as possible and complied with rule 20.2(c).
Petter did not give enough time for Zhik to respond after hailing.
The hail should have been made earlier.
Petter broke rule 20.2(a) and shall be scored DSQ in the race.
