Facts:
Alx collided with Batboat and started moving backwards on stb tack.
Oversteer on stb tried to avoid contact, by gybing to port and back to stb, but did not succeed and got a penalty under rule 15 from the VSK umpire, which he cancelled.

Conclusion:
Alx did not give Oversteer room to keep clear and broke rule 16.1 (a change of motion from forward to backwards is a change of course).
Alx is exonerated under rule 43.1(a) as he was compelled to break a rule from a consequence of Batboat breaking a rule (see this case).
Oversteer did not keep clear of Alx and broke rule 10.
Oversteer is exonerated under rule 43.1(b) as he sailed within the room he was entitled to.
Cancellation accepted.
