Facts:
The first 17 Tiki got i could not avoid, because, Jammindovetails was leeward to him. But after Jammin gibed, he was able to follow, but he stays at this course and got another 17.

Decision:
First Pen cancel request accepted, but second not accepted,
Tiki DSQ for breaking RRS 17.
