8.Description: Duffy on starboard tack is approaching windward mark to be passed on port. In the zone Albervito is tacking from port to starboard and hits Duffy, before or just right after Albervito is on closed haul. While tacking in the zone not 18.2, but 18.3 is applying - ohterwise rule 13 or rule 15 is applying.

At 11:38 Albervita passed starboard and then going height to keep clear from Batboat. From that moment Duffy did anything to keep clear. This is the reason why Nadeo assigned the 18.2.a. In any case I had no evidence from Duffy of being protested nor there is evidence in the screenshot provided by Duffy; therefore the protest should be invalid anyhow.

According MLS Rule :

Since a Penalty Cancel Request actually concerns a penalty, albeit the penalty is given by the Nadeo unpire, the PC will look at the whole situation and may disqualify any boat involved which has broken a rule.
