7.Boat(s) involved: Flying Swede and Nick-cromit

8.Description: Flying Swede and Nick was coming in to the zone, NIck had a small overlap but due to Flying having higher speed it was broken and managed to keep clear. After rounding, Nick was not close to any contact but Flying got an 18.2 when finishing his tack.

Facts:
Flying Swede enter the zone above the starboard layline with Nick-Cromit overlapped very close to windward.
Flying Swede bears away to the mark, and Nick-Cromit bears away a little later towards the mark, in order to not hit Flying Swede.
Flying Swede becomes clear ahead and tacks around the mark.
Nick-Cromit bears away slightly, and cannot luff close around the mark due to the stern of Flying Swede in the way.
Later in the rounding, Flying Swede got a penalty from the VSK Umpire under rule 18.2.b which was cancelled.

Conclusion:
Nick-Cromit was entitled to room to sail to the mark when Flying Swede entered the zone, this room was not given.
When Nick-Cromit was at the mark, he was entitled to room to start luffing around the mark, this room was not given.
When Flying Swede was rounding the mark, she became overlapped on the inside of Nick-Cromit, who then also shall have room to sail his proper course, this room was not given.
Flying Swede broke rule 18.2.b and is DSQ'ed in the race.
