7.Boat(s) involved: Jammin Dovetails Jack Toppen Tulle Alf and Valodea

8.Description: There where many boats all racked up rounding the windward mark. Alf was giving mark room to Tulle and Valodea to Alf. Toppen clear ahead luffs hard to round the mark slowing him and Jack to windward. Jack keeps clear but gets a incorrect 18.2a. Tulle makes a bad choice of trying to sail between the 2 slower boats in front. Hits Jacks stern and gets a correct 18.2c slowing Tulle almost to a stop. Then soon after Tulle does a sharp bear away hitting the stern of Toppen stopping Tulle again which causes the collision with Alf. These 3 surprise actions of Tulle give Alf no chance to keep further clear as he has Valodea to windward and Jammin Dovetails ahead to avoid at that time. Tulle breaks 18.2c 16.1 and 15 rule infringements but cancels his pen as does Jack. As there was room given on Alfs screen/ replay and all other pens where cancelled Alf considers lag to be a consideration and cancelled also.

Facts:
Toppen tacks to starboard outside the zone, to leeward of Jack.
Toppen luffs around the mark and hits Jack.
Tulle luffs to windward of Toppen, but hits Jack's stern.
Tulle bears away towards Toppen and forces a hard collision and lose much speed.
Tulle continues to bear away "through" Toppen and his stern swings out and hits Alf.

Conclusion:
Toppen was entitled to mark-room and sailed within this mark-room.
Jack did not give Toppen room and broke rule 18.2(a) (already DSQ'ed in another submission).
Tulle did not give Jack and Toppen room and broke rule 18.2(b) (already scored RET in another submission).
Tulle broke rule 16.1 with regards to Alf when he beard away towards Toppen, and cannot be be exonerated from this as Tulle did not sail within the room he was entitled to (already scored RET in another submission).
Alf broke rule 11, but is exonerated under rule 64.1(a) because it was a consequence of Tulle's unseamanlike move, violating rule 11, 14 and 18.2(b)/8c) with Toppen.
The pen cancel from Alf is accepted.
