Blummin hails : "you can pass" (as you can see on screenshot) before tacking and ducking Nossail. But Nossail tacks while he is crossing Blummin and put J in a difficult position. J tacks for avoid any contact with nossail ,and Orione tacks on J.
J could continue without tacking and Nadeo could give a 15 or a 13 to Nossail but J avoided any contact but lost a lot of position because of his surprising move.
Rule 15 say that someone who gets the priority must give others time to react and here it was'nt the case.
