Quate from Elvstrøm's RRS book:

Red has started too early, but the only thing she can do, is too let the jib and mainsail go, luff a little to slow down. However, she keeps her rights, until she is sailing a course towards the prestart side, of the starting line. So a windward boat, has to keep clear (RRS11), as as the OCS boat is moving and pointing upwind.

At the time where the mast contact, was said to be happening, I was still moving upwind.

Facts:

Right at the start signal 3 boats : Ryh00 overlapped leeward to QueenRonja - Kent38 overlapped windward to QueenRonja.
QueenRonja goes OCS.
She is trapped in between these 2 other boats. She releases her sails to slow down (obviously to let other boats go and be able to join back the start line and start her race correctly)
From the moment QueenRonja adjusted her bearing and eased her sails, Kent38 had easily more than 5sec to adjust her course and keep clear.

As long QueenRonja has not bear away in direction of one of the ends of the start line and her boat is still moving upwind without being infringing any other rules than rrs30.1, a windward boat is still required to keep clear of her.
QueenRonja is not, at any moment, trying to interfere with any boat that has started.

Kent38 PROTEST against QueenRonja : not upheld, Kent38 +1 point added to score.
No action against QueenRonja.
