8. Description: Duffy (leewards and with overlap) and Kokos (windwards) on port tack meets A2-mover on starboard tack. Duffy asked "RTT" in good time, but Kokos does not responds and after several seconds Duffe starts tacking to avoid collision with A2-mover. While tacking Duffy gets a 16.1. pen from Kokos, who does still not react. Duffy asks cancel for 16.1., which Kokos accept.

> Duffy is on port, and leeward of Kokos
> A2-Mover is STB

> Duffy asks RTT to Kokos
> Duffy and Kokos tacks in same time, and there is a collision
> Nadeo give RRS16.1 to Duffy
> Duffy asks to cancel his pen, and he protests against Kokos
> Kokos accepts, but he doesn't respond to the Duffy's protest.

Kokos had enough time to respond to Duffy hail. Duffy had to eventually tack to avoid A-2. Only then did Kokos tack. If Kokos had reacted in good time Duffy would not have received any penalty from Nadeo.

Decision:

Kokos DSQ for RRS 20.2.c

Duffy Pen Cancel Accepted, No further action
