8.Description: I was sailing on the reach between Winslow (overlapped to leeward) and Thor (overlapped to windward). Immediately after entering the zone i started luffing as much as i could (even by releasing the spinnaker) because i had to give also room to Thor to keep clear but he is not responding at all.
I was compelled to break the rule because of Thor who was breaking RRS 18.2(a) (he got a pen from NADEO umpire) and 11
