Batboat is fetching green mark (upwind) and Batboat has inside overlap on Peyo when entering zone. Peyo receives a correct umpire penalty at time 20.19.
This case is on time 20.26. Peyo should (still) give Batboat mark-room at time 20.26, when actually rounding mark. Instead of giving room, Peyo tacks to port and Batboat hits Peyo, but no umpire penalty was given. The incident courses Batboat to loose height and speed.
Peyo should be DSQ for being in violation with rule 10 and/or rule 18.2.a for the incident at time 20.26.

I made a mistake with the timezone inside the forum. I have corrected that now. So I am within time limit, so I have actually not broken MLS rule 3.1.2. I am sorry! This will not happen again.

Facts:
Peyo enter the zone on starboard overlapped to leeward of Batboat.
Batboat bears away towards the mark and crashes with Peyo.
While still overlapped with Batboat, Peyo luffs and tacks around the mark.
After passing HTW, Peyo again crashes with Batboat.
Peyo took a one turn penalty.
Conclusion:
Peyo broke rule 18.2(a).
Batboat broke rule 11, but is exonerated under rule 21 as he sailed within the mark-room he is entitled to.
Peyo then broke rules 13, 10 and 14 when he tacked around the mark.
When tacking around the mark, Peyo also broke rule 2 because he deliberately broke the other rules.
Peyo to be scored DNE in the race.
