Facts:
DZ and Saf on port, with Saf to windward.
DZ luffs and tacks.
As soon as DZ completes his tack, Saf luffs and tacks and the masts hit.
DZ got a penalty from the VSK umpire which he cancelled.
Conclusion:
DZ didn't give room to Saf to keep clear.
DZ broke rule 15 and shall be scored DSQ in the race.
